Beyond federal programs, your local Soil & Water Conservation District (SWCD) is one of the best resources for windbreak planning and cost-share assistance. Nearly every county in the United States has a SWCD office staffed with conservation professionals who can help you design a windbreak or shelterbelt, connect you with cost-share funding, and source quality planting stock — often through their annual bare-root tree seedling sales.
